Advancing data literacy in the post-pandemic world


Paper by Archita Misra (PARIS21): “The COVID-19 crisis presents a monumental opportunity to engender a widespread data culture in our societies. Since early 2020, the emergence of popular data sites like Worldometer2 have promoted interest and attention in data-driven tracking of the pandemic. “R values”, “flattening the curve” and “exponential increase” have seeped into everyday lexicon. Social media and news outlets have filled the public consciousness with trends, rankings and graphs throughout multiple waves of COVID-19.

Yet, the crisis also reveals a critical lack of data literacy amongst citizens in many parts of the world. The lack of a data literate culture predates the pandemic. The supply of statistics and information has significantly outpaced the ability of lay citizens to make informed choices about their lives in the digital data age.

Today’s fragmented datafied information landscape is also susceptible to the pitfalls of misinformation, post-truth politics and societal polarisation – all of which demand a critical thinking lens towards data. There is an urgent need to develop data literacy at the level of citizens, organisations and society – such that all actors are empowered to navigate the complexity of modern data ecosystems.

A Resurgence of Democracy in 2040?


Blog by Steven Aftergood: “The world will be “increasingly out of balance and contested at every level” over the next twenty years due to the pressures of demographic, environmental, economic and technological change, a new forecast from the National Intelligence Council called Global Trends 2040 said last week.

But among the mostly grim possible futures that can be plausibly anticipated — international chaos, political paralysis, resource depletion, mounting poverty — one optimistic scenario stands out: “In 2040, the world is in the midst of a resurgence of open democracies led by the United States and its allies.”

How could such a global renaissance of democracy possibly come about?

The report posits that between now and 2040 technological innovation in open societies will lead to economic growth, which will enable solutions to domestic problems, build public confidence, reduce vulnerabilities and establish an attractive model for emulation by others. Transparency is both a precondition and a consequence of this process.

“Open, democratic systems proved better able to foster scientific research and technological innovation, catalyzing an economic boom. Strong economic growth, in turn, enabled democracies to meet many domestic needs, address global challenges, and counter rivals,” the report assessed in this potential scenario.

“With greater resources and improving services, these democracies launched initiatives to crack down on corruption, increase transparency, and improve accountability worldwide, boosting public trust. These efforts helped to reverse years of social fragmentation and to restore a sense of civic nationalism.”

“The combination of rapid innovation, a stronger economy, and greater societal cohesion enabled steady progress on climate and other challenges. Democratic societies became more resilient to disinformation because of greater public awareness and education initiatives and new technologies that quickly identify and debunk erroneous information. This environment restored a culture of vigorous but civil debate over values, goals, and policies.”

“Strong differences in public preferences and beliefs remained but these were worked out democratically.”

In this hopeful future, openness provided practical advantages that left closed authoritarian societies lagging behind.

“In contrast to the culture of collaboration prevailing in open societies, Russia and China failed to cultivate the high-tech talent, investment, and environment necessary to sustain continuous innovation.”

“By the mid-2030s, the United States and its allies in Europe and Asia were the established global leaders in several technologies, including AI, robotics, the Internet of Things, biotech, energy storage, and additive manufacturing.”

The success of open societies in problem solving, along with their economic and social improvements, inspired other countries to adopt the democratic model.

Regulating Personal Data : Data Models and Digital Services Trade


Report by Martina Francesca Ferracane and Erik van der Marel: “While regulations on personal data diverge widely between countries, it is nonetheless possible to identify three main models based on their distinctive features: one model based on open transfers and processing of data, a second model based on conditional transfers and processing, and third a model based on limited transfers and processing. These three data models have become a reference for many other countries when defining their rules on the cross-border transfer and domestic processing of personal data.

The study reviews their main characteristics and systematically identifies for 116 countries worldwide to which model they adhere for the two components of data regulation (i.e. cross-border transfers and domestic processing of data). In a second step, using gravity analysis, the study estimates whether countries sharing the same data model exhibit higher or lower digital services trade compared to countries with different regulatory data models. The results show that sharing the open data model for cross-border data transfers is positively associated with trade in digital services, while sharing the conditional model for domestic data processing is also positively correlated with trade in digital services. Country-pairs sharing the limited model, instead, exhibit a double whammy: they show negative trade correlations throughout the two components of data regulation. The Locus Charter


Press Release: “A coalition of location data practitioners has developed an ethics charter to promote responsible use of location technology. The Locus Charter, facilitated by The Benchmark Initiative and EthicalGEO, is a proposed set of common international principles that can guide responsible practice when using location data, including through safeguarding privacy, protecting the vulnerable, and addressing any harmful impacts of bias in data.

The Benchmark Initiative and EthicalGEO are inviting individuals, businesses, and government agencies from around the world to join The Locus Charter community and help to shape equitable and sustainable practice around the use of location data. Member organisations include the American Geographical Society and Britain’s mapping agency, Ordnance Survey.

Location data is currently at the heart of the debate around digital privacy. Tech giants Apple and Facebook are in conflict over how much apps should be able to track users. Recent research shows personal information can be inferred from location data collected from smartphones, and that anonymisation can often be reversed to reveal people’s identities. The New York Times has unveiled a largely hidden trade in location data about individual people, collected from smartphones. As phones and other devices generate more detailed location data, these challenges grow…

Democratic institutions and prosperity: The benefits of an open society


Paper by the European Parliamentary Research Service: “The ongoing structural transformation and the rapid spread of the technologies of the fourth industrial revolution are challenging current democratic institutions and their established forms of governance and regulation.At the same time, these changes offer vast opportunities to enhance, strengthen and expand the existing democratic framework to reflect a more complex and interdependent world. This process has already begun in many democratic societies but further progress is needed.
Examining these issues involves looking at the impact of ongoing complex and simultaneous changes on the theoretical framework underpinning beneficial democratic regulation. More specifically, combining economic, legal and political perspectives, it is necessary to explore how some adaptations to existing democratic institutions could further improve the functioning of democracies while also delivering additional economic benefits to citizens and society as whole. The introduction of a series of promising new tools could offer a potential way to support democratic decision-makers in regulating complexity and tackling ongoing and future challenges. The first of these tools is to use strategic foresight to anticipate and control future events; the second is collective intelligence, following the idea that citizens are collectively capable of providing better solutions to regulatory problems than are public administrations; the third and fourth are concerned with design-thinking and algorithmic regulation respectively. Design-based approaches are credited with opening up innovative options for policy-makers, while algorithms hold the promise of enabling decision-making to handle complex issues while remaining participatory….(More)”.

BSR Report on “Responsible Business Decision-Making Before, During, and After Public Health Emergencies: A Rights-Based Approach to Technology and Data Use…The COVID-19 public health emergency has surfaced important questions about the relationship between the right to privacy and other rights, such as the right to health, work, movement, expression, and assembly. Data and digital infrastructures can be used for many positive outcomes, such as facilitating “back to work” efforts, enhancing research into COVID-19 vaccines and treatments, and allowing the resumption of economic activity while also protecting public health.

However, these uses may also result in the infringement of privacy rights, new forms of discrimination, and harm to vulnerable groups. Some governments are using the emergency as an excuse to expand their power, leading to concerns that initiatives launched to address COVID-19 could become permanent forms of state surveillance.

As the providers of data, systems, and software, technology companies are often central in these public health emergency response efforts. For this reason, companies need to address the human rights risks associated with their involvement in disease response to avoid being connected to human rights violations.

This paper sets out the key elements of a human rights-based approach to the use of data and technology solutions during public health emergencies in today and tomorrow’s digital era, with a focus on the role of business and impacts to privacy.

These elements are primarily captured in a human rights-based decision-making framework for companies that can guide them through future public health emergencies. This framework can be found on page 5 of the report or can be downloaded separately.

Reimagining the Role of Cities & City Diplomacy in the Multilateral Order


Report by The Berggruen Institute: “The COVID-19 pandemic has brought to the foreground the important role of cities in responding to global challenges. Through informal and established international networks, city leaders are connecting across borders and shaping the global pandemic response. City and municipal governments were some of the earliest to turn toward their peers to share information, collaborate, and identify solutions, even as national-level cooperation was often delayed or challenged. 

While the pandemic has revealed the necessity of international cooperation, it has also shown the limits of current systems, especially in how multilateral institutions learn from and meaningfully include city leadership. City and municipal governments occupy an increasingly visible and important position in international affairs, are already working together through city-to-city networks on many issues, and engage in international activities often described as “city diplomacy.” Looking forward, rapid population growth in urban areas means many global challenges and the responses to them will be concentrated in cities. Cities will be at the center of the global response to climate change, migration, violence and injustice, health security, economic inequality, and security. Yet the current international system was designed by countries for countries; it is not structured to channel city voices and lacks pathways for cities to influence global governance.

The Berggruen Institute, the Brookings Institution, the City of Los Angeles, and the United Nations Foundation co-organized a virtual workshop in July 2020 titled “The Rise of Urbanization and the Role of City Diplomacy in the Multilateral System” to explore these dynamics further. By bringing together current and former national diplomats, representatives of and diplomats in multilateral organizations, city directors of international affairs, and specialists in international relations under the Chatham House rule, the workshop aimed to reimagine how different levels of government can work together more effectively on issues of global governance. Together, these actors form a novel group to grapple with the issue of city voice in multilateralism. In particular, the group explored opportunities and challenges to building cooperation between cities and the current multilateral system and considered practical, researchable ideas for how the multilateral system might adapt to engage subnational actors to address global challenges….(More)”.

The Use of Mobility Data for Responding to the COVID-19 Pandemic


New Report, Repository and set of Case Studies commissioned by the Open Data Institute: “…The GovLab and Cuebiq firstly assembled a repository of mobility data collaboratives related to Covid-19. They then selected five of these to analyse further, and produced case studies on each of the collaboratives (which you can find below in the ‘Key outputs’ section).

After analysing these initiatives, Cuebiq and The GovLab then developed a synthesis report, which contains sections focused on:

  • Mobility data – what it is and how it can be used
  • Current practice – insights from five case studies
  • Prescriptive analysis – recommendations for the future

Findings and recommendations

Based on this analysis, the authors of the report recommend nine actions which have the potential to enable more effective, sustainable and responsible re-use of mobility data through data collaboration to support decision making regarding pandemic prevention, monitoring, and response:

  1. Developing and clarifying governance framework to enable the trusted, transparent, and accountable reuse of privately held data in the public interest under a clear regulatory framework
  2. Building capacity of organisations in the public and private sector to reuse and act on data through investments in training, education, and reskilling of relevant authorities; especially driving support for institutions in the Global South
  3. Establishing data stewards in organisations who can coordinate and collaborate with counterparts on using data in the public’s interest and acting on it.
  4. Establishing dedicated and sustainable CSR (Corporate Social Responsibility) programs on data in organisations to coordinate and collaborate with counterparts on using and acting upon data in the public’s interest.
  5. Building a network of data stewards to coordinate and streamline efforts while promoting greater transparency; as well as exchange best practices and lessons learned.
  6. Engaging citizens about how their data is being used so clearly articulate how they want their data to be responsibly used, shared, and protected.
  7. Promoting technological innovation through collaboration between funders (eg governments and foundations) and researchers (eg data scientists) to develop and deploy useful, privacy-preserving technologies.
  8. Unlocking funds from a variety of sources to ensure projects are sustainable and can operate long term.
  9. Increase research and spur evidence gathering by publishing easily accessible research and creating dedicated centres to develop best practices.

This research begins to demonstrate the value that a handful of new data-sharing initiatives have had in the ongoing response to Covid-19. The pandemic isn’t yet over, and we will need to continue to assess and evaluate how data has been shared – both successfully and unsuccessfully – and who has benefited or been harmed in the process. Many in U.S., Western Europe Say Their Political System Needs Major Reform


Pew Research Center: “A four-nation Pew Research Center survey conducted in November and December of 2020 finds that roughly two-thirds of adults in France and the U.S., as well as about half in the United Kingdom, believe their political system needs major changes or needs to be completely reformed. Calls for significant reform are less common in Germany, where about four-in-ten express this view….

In all four countries, there is considerable interest in political reforms that would potentially allow ordinary citizens to have more power over policymaking. Citizen assemblies, or forums where citizens chosen at random debate issues of national importance and make recommendations about what should be done, are overwhelmingly popular. Around three-quarters or more in each country say it is very or somewhat important for the national government to create citizen assemblies. About four-in-ten say it’s very important. Such processes are in use nationally in France and the UK to debate climate change policy, and they have become increasingly common in nations around the world in recent years.

Citizen assemblies are popular across the ideological spectrum but are especially so among people who place themselves on the political left.1 Those who think their political system needs significant reform are also particularly likely to say it is important to create citizen assemblies.

There are also high levels of support for allowing citizens to vote directly to decide what becomes law for some key issues. About seven-in-ten in the U.S., Germany and France say it is important, in line with previous findings about support for direct democracy. In the UK, where crucial issues such as Scottish independence and Brexit were decided by referendum, support is somewhat lower – 63% say it is important for the government to use referendums to decide some key issues, and just 27% rate this as very important.
