Can We Focus on What Works?


John Kamensky in GovExec: “Can we shift the conversation in Washington from “waste, fraud, and abuse” to “what works and let’s fund it” instead?

I attended a recent Senate hearing on wasteful spending in the federal government, and some of the witnesses pointed to examples such as the legislative requirement that the Defense Department ship coal to Germany to heat American bases there. Others pointed to failures of large-scale computer projects and the dozens of programs on the Government Accountability Office’s High Risk List.

While many of the examples were seen as shocking, there was little conversation about focusing on what works and expanding those programs.

Interestingly, there is a movement underway across the U.S. to do just that. There are advocacy groups, foundations, states and localities promoting the idea of “let’s find out what works and fund it.” Some call this “evidence-based government,” “Moneyball government,” or “pay for success.” The federal government has dipped its toes in the water, a well, with several pilot programs in various agencies and bipartisan legislation pending in Congress.

The hot, new thing that has captured the imaginations of many policy wonks is called “Pay for Success,” or in some circles, “social impact bonds.”

In 2010, the British government launched an innovative funding scheme, which it called social impact bonds, where private sector investors committed funding upfront to pay for improved social outcomes that result in public sector savings. The investors were repaid by the government only when the outcomes were determined to have been achieved.

This funding scheme has attracted substantial attention in the U.S. where it and many variations are being piloted.

What is “Pay for Success?” According to the Urban Institute, PFS is a type of performance-based contracting used to support the delivery of targeted, high-impact preventive social services, in which intervention at an early stage can reduce the need for higher-cost services in the future.

Advancing Collaboration Theory: Models, Typologies, and Evidence


New book edited by John C. Morris, Katrina Miller-Stevens: “The term collaboration is widely used but not clearly understood or operationalized. However, collaboration is playing an increasingly important role between and across public, nonprofit, and for-profit sectors. Collaboration has become a hallmark in both intragovernmental and intergovernmental relationships. As collaboration scholarship rapidly emerges, it diverges into several directions, resulting in confusion about what collaboration is and what it can be used to accomplish. This book provides much needed insight into existing ideas and theories of collaboration, advancing a revised theoretical model and accompanying typologies that further our understanding of collaborative processes within the public sector.

Organized into three parts, each chapter presents a different theoretical approach to public problems, valuing the collective insights that result from honoring many individual perspectives. Case studies in collaboration, split across three levels of government, offer additional perspectives on unanswered questions in the literature. Contributions are made by authors from a variety of backgrounds, including an attorney, a career educator, a federal executive, a human resource administrator, a police officer, a self-employed entrepreneur, as well as scholars of public administration and public policy. Drawing upon the individual experiences offered by these perspectives, the book emphasizes the commonalities of collaboration. Government data does not mean data governance: Lessons learned from a public sector application audit

The storage and analysis of this information benefits society, as it enables relevant agencies to make better informed decisions and to address the individual’s needs more appropriately. Members of the public often assume that the authorities are well equipped to handle personal data; however, due to implementation errors and lack of data governance, this is not always the case. This paper reports on an audit conducted in Western Australia, focusing on findings in the Police Firearms Management System and the Department of Health Information System. In the case of the Police, the audit revealed numerous data protection issues leading the auditors to report that they had no confidence in the accuracy of information on the number of people licensed to possess firearms or the number of licensed firearms. Similarly alarming conclusions were drawn in the Department of Health as auditors found that they could not determine which medical staff member was responsible for clinical data entries made. The paper describes how these issues often do not arise from existing business rules or the technology itself, but a lack of sound data governance. Finally, a discussion section presents key data governance principles and best practices that may guide practitioners involved in data management. Exploring Open Energy Data in Urban Areas


The Worldbank: “…Energy efficiency – using less energy input to deliver the same level of service – has been described by many as the ‘first fuel’ of our societies. However, lack of adequate data to accurately predict and measure energy efficiency savings, particularly at the city level, has limited the realization of its promise over the past two decades.
Why Open Energy Data?
Open Data can be a powerful tool to reduce information asymmetry in markets, increase transparency and help achieve local economic development goals. Several sectors like transport, public sector management and agriculture have started to benefit from Open Data practices. Energy markets are often characterized by less-than-optimal conditions with high system inefficiencies, misaligned incentives and low levels of transparency. As such, the sector has a lot to potentially gain from embracing Open Data principles.
The United States is a leader in this field with its ‘Energy Data’ initiative. This initiative makes data easy to find, understand and apply, helping to fuel a clean energy economy. For example, the Energy Information Administration’s (EIA) open application programming interface (API) has more than 1.2 million time series of data and is frequently visited by users from the private sector, civil society and media. In addition, the Green Button  initiative is empowering American citizens to have access to their own energy usage data, and OpenEI.org is an Open Energy Information platform to help people find energy information, share their knowledge and connect to other energy stakeholders.
Introducing the Open Energy Data Assessment
To address this data gap in emerging and developing countries, the World Bank is conducting a series of Open Energy Data Assessments in urban areas. The objective is to identify important energy-related data, raise awareness of the benefits of Open Data principles and improve the flow of data between traditional energy stakeholders and others interested in the sector.
The first cities we assessed were Accra, Ghana and Nairobi, Kenya. Both are among the fastest-growing cities in the world, with dynamic entrepreneurial and technology sectors, and both are capitals of countries with an ongoing National Open Data Initiative., The two cities have also been selected to be part of the Negawatt Challenge, a World Bank international competition supporting technology innovation to solve local energy challenges.
The ecosystem approach
The starting point for the exercise was to consider the urban energy sector as an ecosystem, comprised of data suppliers, data users, key datasets, a legal framework, funding mechanisms, and ICT infrastructure. The methodology that we used adapted the established World Bank Open Data Readiness Assessment (ODRA), which highlights valuable connections between data suppliers and data demand.  The assessment showcases how to match pressing urban challenges with the opportunity to release and use data to address them, creating a longer-term commitment to the process. A framework for Adoption of Challenges and Prizes in US Federal Agencies: A Study of Early Adopters

Widespread use of the internet and web 2.0 technologies have made it easier for organizations to connect with their clients, service providers, and the public at large for more collaborative problem solving and innovation. Introduction of the Open Government initiative accompanied by the America Competes Reauthorization Act signaled an unprecedented commitment by the US Federal Government to stimulating more innovation and creativity in problem solving. The policy and legislation empowered agencies to open up their problem solving space beyond their regular pool of contractors in finding solutions to the nation’s most complex problems.

This is an exploratory study of the adoption of challenges as an organizational innovation in public sector organizations. The main objective is to understand and explain how, and under what conditions challenges are being used by federal agencies and departments as a tool to promote innovation. The organizational innovation literature provides the main theoretical foundation for this study, but does not directly address contextual aspects regarding the type of innovation and the type of organization. Cops Increasingly Use Social Media to Connect, Crowdsource


Sara E. Wilson at GovTech: “Law enforcement has long used public tip lines and missing persons bulletins to recruit citizens in helping solve crime and increasing public safety. Though the need for police departments to connect with their communities is nothing new, the array of technologies available to do so is growing all the time — as are the ways in which departments use those technologies.

In fact, 81 percent of law enforcement professionals use sites such as Facebook and Twitter on the job. And 25 percent use it daily.

Much of law enforcement is crowdsourced — Amber alerts are pushed to smartphones, seeking response from citizens; officers push wanted information and crime tips to users on Facebook and Twitter in the hopes they can help; and some departments create apps to streamline the information sharing.

Take the Johns Creek, Ga., Police Department, which has deployed a tool that allows additional citizen engagement and crowdsourcing…..Using a mobile app — the SunGard Public Sector P2C Converge app, which is branded specifically for Johns Creek PD as JCPD4Me — the department can more smoothly manage public safety announcements and other social media interactions….

Another tool cops use for communicating with citizens is Nixle, which lets agencies publish alerts, advisories, community information and traffic news. Citizens register for free and receive credible, neighborhood-level public safety information via text message and email in real time.

The Oakland, Calif., Police Department (OPD) uses the platform to engage with citizens — an April 17, 2015 post on Oakland PD’s Nixle Community feed informs readers that the department’s Special Victims Section, which is working to put an end to sex trafficking in the city, arrested five individuals for solicitation of prostitution. Since Jan. 1, 2015, OPD has arrested 70 individuals from 27 cities across the state for solicitation of prostitution.

Nixle allows two-way communication as well — the Tip Watch function allows anonymous tipsters to send information to Oakland PD in three ways (text, phone, Web). Now OPD can issue a passcode to tipsters for two-way, anonymous communication to help gather more information.

On the East Coast, the Peabody, Mass., Police Department has used the My Police Department (MyPD) app by WiredBlue, which lets citizens submit tips and feedback directly to the department, since its creation….

During the high-profile manhunt for the Boston Marathon bombers in 2013, the FBI asked the public for eyewitness photo and video evidence. The response from the public was so overwhelming that the server infrastructure couldn’t handle the massive inflow of data.

This large-scale crowdsourcing and data dilemma inspired a new product: the Los Angeles Sheriff’s Department’s Large Emergency Event Digital Information Repository (LEEDIR). Developed by CitizenGlobal Inc. and Amazon Web Services, LEEDIR pairs an app with cloud storage to help police use citizens’ smartphones as tools to gather and investigate evidence. Since its creation, the repository was used in Santa Barbara, Calif., in 2014 to investigate riots in Isla Vista.

Proponents of LEEDIR say the crowdsourcing system gives authorities a secure, central repository for the countless electronic tips that can come in during a crisis. Critics, however, claim that privacy issues come into play with this kind of policing. …(More)”

Bloomberg Philanthropies Launches $42 Million “What Works Cities” Initiative


Press Release: “Today, Bloomberg Philanthropies announced the launch of the What Works Cities initiative, a $42 million program to help 100 mid-sized cities better use data and evidence. What Works Cities is the latest initiative from Bloomberg Philanthropies’ Government Innovation portfolio which promotes public sector innovation and spreads effective ideas amongst cities.

Through partners, Bloomberg Philanthropies will help mayors and local leaders use data and evidence to engage the public, make government more effective and improve people’s lives. U.S. cities with populations between 100,000 and 1 million people are invited to apply.

“While cities are working to meet new challenges with limited resources, they have access to more data than ever – and they are increasingly using it to improve people’s lives,” said Michael R. Bloomberg. “We’ll help them build on their progress, and help even more cities take steps to put data to work. What works? That’s a question that every city leader should ask – and we want to help them find answers.”

The $42 million dollar effort is the nation’s most comprehensive philanthropic initiative to help accelerate the ability of local leaders to use data and evidence to improve the lives of their residents. What Works Cities will provide mayors with robust technical assistance, expertise, and peer-to-peer learning opportunities that will help them enhance their use of data and evidence to improve services to solve problems for communities. The program will help cities:

1. Create sustainable open data programs and policies that promote transparency and robust citizen engagement;

2. Better incorporate data into budget, operational, and policy decision making;

3. Conduct low-cost, rapid evaluations that allow cities to continually improve programs; and

4. Focus funding on approaches that deliver results for citizens.

Across the initiative, Bloomberg Philanthropies will document how cities currently use data and evidence in decision making, and how this unique program of support helps them advance. Over time, the initiative will also launch a benchmark system which will collect standardized, comparable data so that cities can understand their performance relative to peers.

In cities across the country, mayors are increasingly relying on data and evidence to deliver better results for city residents. For example, New Orleans’ City Hall used data to reduce blighted residences by 10,000 and increased the number of homes brought into compliance by 62% in 2 years. The City’s “BlightStat” program has put New Orleans, once behind in efforts to revitalize abandoned and decaying properties, at the forefront of national efforts.

In New York City and other jurisdictions, open data from transit agencies has led to the creation of hundreds of apps that residents now use to get around town, choose where to live based on commuting times, provide key transit information to the visually impaired, and more. And Louisville has asked volunteers to attach GPS trackers to their asthma inhalers to see where they have the hardest time breathing. The city is now using that data to better target the sources of air pollution….

Innovating for Impact in Public Policy

In the face of these pressures everyone wants results: they want them cheap and they want them now. This demand for better results is falling squarely on civil servants.

In the performance of their jobs, everyone is being asked to do more with less. This demand comes independent of theme, scope, or size of the public institution. It is as true for those working in transportation as it is for those in education or public health or international peace and security; whether in local government or at UN agencies; or else in the NGOs, think tanks, and community-based organizations that partner with them. Even private industry feels the squeeze.

When we say “do more with less” we mean more impact, better results, and more effective outcomes than ever before with less money and time, fewer people, and (often) less political support.

In taking a cue from the private sector, the public sector is looking for solutions in “Innovation.”

Innovation is the act of making possible that which was previously impossible in order to solve a problem. Given that present performance is insufficient to meet demand, there is a turn to innovation (broadly defined) to maximize resources through new methods to achieve goals. In this way, innovation is being treated as a strategic imperative for successful governance.

From our vantage point — having worked on innovation and public policy for over a decade, mostly from within the UN — we see two driving forces for innovation that we believe are going to shape the future of public policy performance and, by extension, the character of democratic governance in the years to come. Managing the convergence of these two approaches to innovation is going to be one of the most important public policy agendas for the next several decades (for a detailed discussion of this topic, see Trying it on for Size: Design and International Public Policy).

The first is evidence-based policymaking. The goal of evidence-based policymaking is to build a base of evidence — often about past performance —  so that lessons can be learned, best practices distilled, and new courses of action recommended (or required) to guide future organizational behavior for more efficient or effective outcomes.

Managerial Governance and Transparency in Public Sector to Improve Services for Citizens and Companies

Beyond typical administrative reforms, innovation is expected to help address societal challenges such as the aging population, inclusion, health care, education, public safety, environment and greenhouse gas emissions reduction. The public sector consists of a complex open system of organizations with various tasks. Therefore, decision-making can be slower than in the private sector because of large chains of command. Innovations here will often have an impact across this complex organizational structure, and thus must be supported by a robust strategy. To strengthen democracy, promote government efficiency and effectiveness, discourage wastes and misuses of government resources, public administrations have to promote a new stronger level of openness in government. The purpose of this manuscript is to describe an innovative approach for the governance of public systems and services, currently applied in the Italian public administration domain, which could be easily replicated in other countries as well. Two initiatives, to collect and provide relevant public information gathered from different and heterogeneous public organizations, to improve government processes and increase quality of services for citizens and companies, are described.
