Government at a Glance 2019


OECD Report: “Government at a Glance provides reliable, internationally comparative data on government activities and their results in OECD countries. Where possible, it also reports data for Brazil, China, Colombia, Costa Rica, India, Indonesia, the Russian Federation and South Africa. In many public governance areas, it is the only available source of data. It includes input, process, output and outcome indicators as well as contextual information for each country.

The 2019 edition includes input indicators on public finance and employment; while processes include data on institutions, budgeting practices and procedures, human resources management, regulatory government, public procurement and digital government and open data. Outcomes cover core government results (e.g. trust, inequality reduction) and indicators on access, responsiveness, quality and citizen satisfaction for the education, health and justice sectors.

Governance indicators are especially useful for monitoring and benchmarking governments’ progress in their public sector reforms.Each indicator in the publication is presented in a user-friendly format, consisting of graphs and/or charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological section on the definition of the indicator and any limitations in data comparability….(More)”.

Voting could be the problem with democracy


Bernd Reiter at The Conversation: “Around the globe, citizens of many democracies are worried that their governments are not doing what the people want.

When voters pick representatives to engage in democracy, they hope they are picking people who will understand and respond to constituents’ needs. U.S. representatives have, on average, more than 700,000 constituents each, making this task more and more elusive, even with the best of intentions. Less than 40% of Americans are satisfied with their federal government.

Across Europe, South America, the Middle East and China, social movements have demanded better government – but gotten few real and lasting results, even in those places where governments were forced out.

In my work as a comparative political scientist working on democracy, citizenship and race, I’ve been researching democratic innovations in the past and present. In my new book, “The Crisis of Liberal Democracy and the Path Ahead: Alternatives to Political Representation and Capitalism,” I explore the idea that the problem might actually be democratic elections themselves.

My research shows that another approach – randomly selecting citizens to take turns governing – offers the promise of reinvigorating struggling democracies. That could make them more responsive to citizen needs and preferences, and less vulnerable to outside manipulation….

For local affairs, citizens can participate directly in local decisions. In Vermont, the first Tuesday of March is Town Meeting Day, a public holiday during which residents gather at town halls to debate and discuss any issue they wish.

In some Swiss cantons, townspeople meet once a year, in what are called Landsgemeinden, to elect public officials and discuss the budget.

For more than 30 years, communities around the world have involved average citizens in decisions about how to spend public money in a process called “participatory budgeting,” which involves public meetings and the participation of neighborhood associations. As many as 7,000 towns and cities allocate at least some of their money this way.

The Governance Lab, based at New York University, has taken crowd-sourcing to cities seeking creative solutions to some of their most pressing problems in a process best called “crowd-problem solving.” Rather than leaving problems to a handful of bureaucrats and experts, all the inhabitants of a community can participate in brainstorming ideas and selecting workable possibilities.

Digital technology makes it easier for larger groups of people to inform themselves about, and participate in, potential solutions to public problems. In the Polish harbor city of Gdansk, for instance, citizens were able to help choose ways to reduce the harm caused by flooding….(More)”.

The Rising Threat of Digital Nationalism


Essay by Akash Kapur in the Wall Street Journal: “Fifty years ago this week, at 10:30 on a warm night at the University of California, Los Angeles, the first email was sent. It was a decidedly local affair. A man sat in front of a teleprinter connected to an early precursor of the internet known as Arpanet and transmitted the message “login” to a colleague in Palo Alto. The system crashed; all that arrived at the Stanford Research Institute, some 350 miles away, was a truncated “lo.”

The network has moved on dramatically from those parochial—and stuttering—origins. Now more than 200 billion emails flow around the world every day. The internet has come to represent the very embodiment of globalization—a postnational public sphere, a virtual world impervious and even hostile to the control of sovereign governments (those “weary giants of flesh and steel,” as the cyberlibertarian activist John Perry Barlow famously put it in his Declaration of the Independence of Cyberspace in 1996).

But things have been changing recently. Nicholas Negroponte, a co-founder of the MIT Media Lab, once said that national law had no place in cyberlaw. That view seems increasingly anachronistic. Across the world, nation-states have been responding to a series of crises on the internet (some real, some overstated) by asserting their authority and claiming various forms of digital sovereignty. A network that once seemed to effortlessly defy regulation is being relentlessly, and often ruthlessly, domesticated.

From firewalls to shutdowns to new data-localization laws, a specter of digital nationalism now hangs over the network. This “territorialization of the internet,” as Scott Malcomson, a technology consultant and author, calls it, is fundamentally changing its character—and perhaps even threatening its continued existence as a unified global infrastructure.

The phenomenon of digital nationalism isn’t entirely new, of course. Authoritarian governments have long sought to rein in the internet. China has been the pioneer. Its Great Firewall, which restricts what people can read and do online, has served as a model for promoting what the country calls “digital sovereignty.” China’s efforts have had a powerful demonstration effect, showing other autocrats that the internet can be effectively controlled. China has also proved that powerful tech multinationals will exchange their stated principles for market access and that limiting online globalization can spur the growth of a vibrant domestic tech industry.

Several countries have built—or are contemplating—domestic networks modeled on the Chinese example. To control contact with the outside world and suppress dissident content, Iran has set up a so-called “halal net,” North Korea has its Kwangmyong network, and earlier this year, Vladimir Putin signed a “sovereign internet bill” that would likewise set up a self-sufficient Runet. The bill also includes a “kill switch” to shut off the global network to Russian users. This is an increasingly common practice. We are finally getting better at predicting organized conflict


Tate Ryan-Mosley at MIT Technology Review: “People have been trying to predict conflict for hundreds, if not thousands, of years. But it’s hard, largely because scientists can’t agree on its nature or how it arises. The critical factor could be something as apparently innocuous as a booming population or a bad year for crops. Other times a spark ignites a powder keg, as with the assassination of Archduke Franz Ferdinand of Austria in the run-up to World War I.

Political scientists and mathematicians have come up with a slew of different methods for forecasting the next outbreak of violence—but no single model properly captures how conflict behaves. A study published in 2011 by the Peace Research Institute Oslo used a single model to run global conflict forecasts from 2010 to 2050. It estimated a less than .05% chance of violence in Syria. Humanitarian organizations, which could have been better prepared had the predictions been more accurate, were caught flat-footed by the outbreak of Syria’s civil war in March 2011. It has since displaced some 13 million people.

Bundling individual models to maximize their strengths and weed out weakness has resulted in big improvements. The first public ensemble model, the Early Warning Project, launched in 2013 to forecast new instances of mass killing. Run by researchers at the US Holocaust Museum and Dartmouth College, it claims 80% accuracy in its predictions.

Improvements in data gathering, translation, and machine learning have further advanced the field. A newer model called ViEWS, built by researchers at Uppsala University, provides a huge boost in granularity. Focusing on conflict in Africa, it offers monthly predictive readouts on multiple regions within a given state. Its threshold for violence is a single death.

Some researchers say there are private—and in some cases, classified—predictive models that are likely far better than anything public. Worries that making predictions public could undermine diplomacy or change the outcome of world events are not unfounded. But that is precisely the point. Public models are good enough to help direct aid to where it is needed and alert those most vulnerable to seek safety. Properly used, they could change things for the better, and save lives in the process….(More)”.

Artificial intelligence: From expert-only to everywhere


Deloitte: “…AI consists of multiple technologies. At its foundation are machine learning and its more complex offspring, deep-learning neural networks. These technologies animate AI applications such as computer vision, natural language processing, and the ability to harness huge troves of data to make accurate predictions and to unearth hidden insights (see sidebar, “The parlance of AI technologies”). The recent excitement around AI stems from advances in machine learning and deep-learning neural networks—and the myriad ways these technologies can help companies improve their operations, develop new offerings, and provide better customer service at a lower cost.

The trouble with AI, however, is that to date, many companies have lacked the expertise and resources to take full advantage of it. Machine learning and deep learning typically require teams of AI experts, access to large data sets, and specialized infrastructure and processing power. Companies that can bring these assets to bear then need to find the right use cases for applying AI, create customized solutions, and scale them throughout the company. All of this requires a level of investment and sophistication that takes time to develop, and is out of reach for many….

These tech giants are using AI to create billion-dollar services and to transform their operations. To develop their AI services, they’re following a familiar playbook: (1) find a solution to an internal challenge or opportunity; (2) perfect the solution at scale within the company; and (3) launch a service that quickly attracts mass adoption. Hence, we see Amazon, Google, Microsoft, and China’s BATs launching AI development platforms and stand-alone applications to the wider market based on their own experience using them.

Joining them are big enterprise software companies that are integrating AI capabilities into cloud-based enterprise software and bringing them to the mass market. Salesforce, for instance, integrated its AI-enabled business intelligence tool, Einstein, into its CRM software in September 2016; the company claims to deliver 1 billion predictions per day to users. SAP integrated AI into its cloud-based ERP system, S4/HANA, to support specific business processes such as sales, finance, procurement, and the supply chain. S4/HANA has around 8,000 enterprise users, and SAP is driving its adoption by announcing that the company will not support legacy SAP ERP systems past 2025.

A host of startups is also sprinting into this market with cloud-based development tools and applications. These startups include at least six AI “unicorns,” two of which are based in China. Some of these companies target a specific industry or use case. For example, Crowdstrike, a US-based AI unicorn, focuses on cybersecurity, while Benevolent.ai uses AI to improve drug discovery.

The upshot is that these innovators are making it easier for more companies to benefit from AI technology even if they lack top technical talent, access to huge data sets, and their own massive computing power. Through the cloud, they can access services that address these shortfalls—without having to make big upfront investments. In short, the cloud is democratizing access to AI by giving companies the ability to use it now….(More)”.

Beyond the Valley


Book by Ramesh Srinivasan: “How to repair the disconnect between designers and users, producers and consumers, and tech elites and the rest of us: toward a more democratic internet.

In this provocative book, Ramesh Srinivasan describes the internet as both an enabler of frictionless efficiency and a dirty tangle of politics, economics, and other inefficient, inharmonious human activities. We may love the immediacy of Google search results, the convenience of buying from Amazon, and the elegance and power of our Apple devices, but it’s a one-way, top-down process. We’re not asked for our input, or our opinions—only for our data. The internet is brought to us by wealthy technologists in Silicon Valley and China. It’s time, Srinivasan argues, that we think in terms beyond the Valley.

Srinivasan focuses on the disconnection he sees between designers and users, producers and consumers, and tech elites and the rest of us. African countries are missing the data needed to drive development


David Pilling at the Financial Times: “When statisticians decided to track how well African countries were doing in moving towards their 2030 UN sustainable development goals, they discovered a curious thing: no one had the faintest idea. More accurately, on average, African governments keep statistics covering only about a third of the relevant data. To be fair, the goals, which range from eradicating poverty and hunger to creating sustainable cities and communities, are overly complicated and sometimes unquantifiable.

The millennium development goals that they superseded had eight goals with 21 indicators. The SDGs have 17, with 232 indicators. Yet statisticians for the Mo Ibrahim Foundation, which compiled the report, are on to something. African states don’t know enough about their people. 

In this age of mass surveillance, that might seem counterintuitive. Surely governments, not to mention private companies, have too much information on their citizenry? In fact, in many African nations with weak states, big informal economies and undocumented communities, the problem is the reverse. How many people are there in Nigeria? What is the unemployment rate in Zimbabwe? How many people in Kibera, a huge informal settlement in Nairobi, have access to healthcare? The answers to such basic questions are: we don’t really know.  Nigeria last conducted a census in 2006, when the population — a sensitive topic in which religion, regionalism and budget allocations are messily intertwined — came out at 140m. These days it could be 180m or 200m. Or perhaps more. Or less.

President Muhammadu Buhari recently complained that statistics quoted by international bodies, such as those alleging that Nigeria has more people living in absolute poverty than India, were “wild estimates” bearing “little relation to facts on the ground”. The riposte to that is simple. Work out what is happening and do something about it. Likewise, unemployment is hard to define, let alone quantify, in a broken economy such as Zimbabwe’s where cited jobless statistics range from 5 to 95 per cent. Is a struggling subsistence farmer or a street-side hawker jobless or gainfully employed?

For that matter what is the status of a government employee who receives her salary in a useless electronic currency?  According to Seth Berkley, chief executive of the Vaccine Alliance, keeping tabs on unregistered people in the sprawling “slums” of Africa’s increasingly massive megacities, is harder than working out what is going on in isolated villages. If governments do not know whether a person exists it is all too easy to ignore their rights — to healthcare, to education or to the vote. The Mo Ibrahim Foundation found that only eight countries in Africa register more than 90 per cent of births. Tens of millions of people are literally invisible. Mr Ibrahim, a Sudanese billionaire, calls data “the missing SDG”….(More)”

Rethinking Encryption


Jim Baker at Lawfare: “…Public safety officials should continue to highlight instances where they find that encryption hinders their ability to effectively and efficiently protect society so that the public and lawmakers understand the trade-offs they are allowing. To do this, the Justice Department should, for example, file an annual public report describing, as best it can, the continuing nature and scope of the going dark problem. If necessary, it can also file a classified annual report with the appropriate congressional committees.

But, for the reasons discussed above, public safety officials should also become among the strongest supporters of widely available strong encryption.

I know full well that this approach will be a bitter pill for some in law enforcement and other public safety fields to swallow, and many people will reject it outright. It may make some of my former colleagues angry at me. I expect that some will say that I’m simply joining others who have left the government and switched sides on encryption to curry favor with the tech sector in order to get a job. That is wrong. My dim views about cybersecurity risks, China and Huawei are essentially the same as those that I held while in government. I also think that my overall approach on encryption today—as well as my frustration with Congress—is generally consistent with the approach I had while I was in government.

I have long said—as I do here—that encryption poses real challenges for public safety officials; that any proposed technical solution must properly balance all of the competing equities; and that (absent an unlikely definitive judicial ruling as a result of litigation) Congress must change the law to resolve the issue. What has changed is my acceptance of, or perhaps resignation to, the fact that Congress is unlikely to act, as well as my assessment that the relevant cybersecurity risks to society have grown disproportionately over the years when compared with other risks….(More)”.

A Strong Democracy Is a Digital Democracy


 Audrey Tang in the New York Times: “Democracy improves as more people participate. And digital technology remains one of the best ways to improve participation — as long as the focus is on finding common ground and creating consensus, not division.

These are lessons Taiwan has taken to heart in recent years, with the government and the tech community partnering to create online platforms and other digital initiatives that allow everyday citizens to propose and express their opinion on policy reforms. Today, Taiwan is crowdsourcing democracy to create a more responsive government.

Fittingly, this movement, which today aims to increase government transparency, was born in a moment of national outrage over a lack of openness and accountability in politics.

On March 18, 2014, hundreds of young activists, most of them college students, occupied Taiwan’s legislature to express their profound opposition to a new trade pact with Beijing then under consideration, as well as the secretive manner in which it was being pushed through Parliament by the Kuomintang, the ruling party.

Catalyzing what came to be known as the Sunflower Movement, the protesters demanded that the pact be scrapped and that the government institute a more transparent ratification process.

The occupation, which drew widespread public support, ended a little more than three weeks later, after the government promised greater legislative oversight of the trade pact. (To this day, the pact has yet to be approved by Taiwan’s legislature.) A poll released after the occupation, however, showed that 76 percent of the nation remained dissatisfied with the Kuomintang government, illustrating the crisis of trust caused by the trade deal dispute.

To heal this rift and communicate better with everyday citizens, the administration reached out to a group of civic-minded hackers and coders, known as g0v (pronounced “gov-zero”), who had been seeking to improve government transparency through the creation of open-source tools. The organization had come to the attention of the government during the Sunflower occupation, when g0v hackers had worked closely with the protesters.

In December 2014, Jaclyn Tsai, a government minister focused on digital technology, attended a g0v-sponsored hackathon and proposed the establishment of a neutral platform where various online communities could exchange policy ideas.

Several contributors from g0v responded by partnering with the government to start the vTaiwan platform in 2015. VTaiwan (which stands for “virtual Taiwan”) brings together representatives from the public, private and social sectors to debate policy solutions to problems primarily related to the digital economy. Since it began, vTaiwan has tackled 30 issues, relying on a mix of online debate and face-to-face discussions with stakeholders. Though the government is not obligated to follow vTaiwan’s recommendations (a policy that may soon change), the group’s work often leads to concrete action….(More)”.

Digital dystopia: how algorithms punish the poor


Ed Pilkington at The Guardian: “All around the world, from small-town Illinois in the US to Rochdale in England, from Perth, Australia, to Dumka in northern India, a revolution is under way in how governments treat the poor.

You can’t see it happening, and may have heard nothing about it. It’s being planned by engineers and coders behind closed doors, in secure government locations far from public view.

Only mathematicians and computer scientists fully understand the sea change, powered as it is by artificial intelligence (AI), predictive algorithms, risk modeling and biometrics. But if you are one of the millions of vulnerable people at the receiving end of the radical reshaping of welfare benefits, you know it is real and that its consequences can be serious – even deadly.

The Guardian has spent the past three months investigating how billions are being poured into AI innovations that are explosively recasting how low-income people interact with the state. Together, our reporters in the US, Britain, India and Australia have explored what amounts to the birth of the digital welfare state.

Their dispatches reveal how unemployment benefits, child support, housing and food subsidies and much more are being scrambled online. Vast sums are being spent by governments across the industrialized and developing worlds on automating poverty and in the process, turning the needs of vulnerable citizens into numbers, replacing the judgment of human caseworkers with the cold, bloodless decision-making of machines.
