Nathan Heller at the New Yorker: “Imagine being a citizen of a diverse, wealthy, democratic nation filled with eager leaders. At least once a year—in autumn, say—it is your right and civic duty to go to the polls and vote. Imagine that, in your country, this act is held to be not just an important task but an essential one; the government was designed at every level on the premise of democratic choice. If nobody were to show up to vote on Election Day, the superstructure of the country would fall apart.

So you try to be responsible. You do your best to stay informed. When Election Day arrives, you make the choices that, as far as you can discern, are wisest for your nation. Then the results come with the morning news, and your heart sinks. In one race, the candidate you were most excited about, a reformer who promised to clean up a dysfunctional system, lost to the incumbent, who had an understanding with powerful organizations and ultra-wealthy donors. Another politician, whom you voted into office last time, has failed to deliver on her promises, instead making decisions in lockstep with her party and against the polls. She was reëlected, apparently with her party’s help. There is a notion, in your country, that the democratic structure guarantees a government by the people. And yet, when the votes are tallied, you feel that the process is set up to favor interests other than the people’s own.

What corrective routes are open? One might wish for pure direct democracy—no body of elected representatives, each citizen voting on every significant decision about policies, laws, and acts abroad. But this seems like a nightmare of majoritarian tyranny and procedural madness: How is anyone supposed to haggle about specifics and go through the dialogue that shapes constrained, durable laws? Another option is to focus on influencing the organizations and business interests that seem to shape political outcomes. But that approach, with its lobbyists making backroom deals, goes against the promise of democracy. Campaign-finance reform might clean up abuses. But it would do nothing to insure that a politician who ostensibly represents you will be receptive to hearing and acting on your thoughts….(More)”.

‘Selfies’ could be used to detect heart disease: new research uses artificial intelligence to analyse facial photos


European Society of Cardiology: “Sending a “selfie” to the doctor could be a cheap and simple way of detecting heart disease, according to the authors of a new study published today (Friday) in the European Heart Journal [1].

The study is the first to show that it’s possible to use a deep learning computer algorithm to detect coronary artery disease (CAD) by analysing four photographs of a person’s face.

Although the algorithm needs to be developed further and tested in larger groups of people from different ethnic backgrounds, the researchers say it has the potential to be used as a screening tool that could identify possible heart disease in people in the general population or in high-risk groups, who could be referred for further clinical investigations.

“To our knowledge, this is the first work demonstrating that artificial intelligence can be used to analyse faces to detect heart disease. It is a step towards the development of a deep learning-based tool that could be used to assess the risk of heart disease, either in outpatient clinics or by means of patients taking ‘selfies’ to perform their own screening. This could guide further diagnostic testing or a clinical visit,” said Professor Zhe Zheng, who led the research and is vice director of the National Center for Cardiovascular Diseases and vice president of Fuwai Hospital, Chinese Academy of Medical Sciences and Peking Union Medical College, Beijing, People’s Republic of China.

He continued: “Our ultimate goal is to develop a self-reported application for high risk communities to assess heart disease risk in advance of visiting a clinic. This could be a cheap, simple and effective of identifying patients who need further investigation. However, the algorithm requires further refinement and external validation in other populations and ethnicities.”

It is known already that certain facial features are associated with an increased risk of heart disease. These include thinning or grey hair, wrinkles, ear lobe crease, xanthelasmata (small, yellow deposits of cholesterol underneath the skin, usually around the eyelids) and arcus corneae (fat and cholesterol deposits that appear as a hazy white, grey or blue opaque ring in the outer edges of the cornea). However, they are difficult for humans to use successfully to predict and quantify heart disease risk.

Prof. Zheng, Professor Xiang-Yang Ji, who is director of the Brain and Cognition Institute in the Department of Automation at Tsinghua University, Beijing, and other colleagues enrolled 5,796 patients from eight hospitals in China to the study between July 2017 and March 2019. The patients were undergoing imaging procedures to investigate their blood vessels, such as coronary angiography or coronary computed tomography angiography (CCTA). They were divided randomly into training (5,216 patients, 90%) or validation (580, 10%) groups.

Trained research nurses took four facial photos with digital cameras: one frontal, two profiles and one view of the top of the head. They also interviewed the patients to collect data on socioeconomic status, lifestyle and medical history. Radiologists reviewed the patients’ angiograms and assessed the degree of heart disease depending on how many blood vessels were narrowed by 50% or more (≥ 50% stenosis), and their location. An algorithm shouldn’t decide a student’s future


Hye Jung Han at Politico: “…Education systems across Europe struggled this year with how to determine students’ all-important final grades. But one system, the International Baccalaureate (“IB”) — a high school program that is highly regarded by European universities, and offered by both public and private schools in 152 countries — did something unusual.

Having canceled final exams, which make up the majority of an IB student’s grade, the Geneva-based foundation of the same name hastily built an algorithm that used a student’s coursework scores, predicted grades by teachers and their school’s historical IB results to guess what students might have scored if they had taken their exams in a hypothetical, pandemic-free year. The result of the algorithm became the student’s final grade.

The results were catastrophic. Soon after the grades were released, serious mismatches emerged between expected grades based on a student’s prior performance, and those awarded by the algorithm. Because IB students’ university admissions are contingent upon their final grades, the unexpectedly poor grades generated for some resulted in scholarships and admissions offers being revoked

The IB had alternatives. Instead, it could have used students’ actual academic performance and graded on a generous curve. It could have incorporated practice test grades, third-party moderation to minimize grading bias and teachers’ broad evaluations of student progress.

It could have engaged with universities on flexibly factoring in final grades into this year’s admissions decisions, as universities contemplate opening their now-virtual classes to more students to replace lost revenue.

It increasingly seems like the greatest potential of the power promised by predictive data lies in the realm of misuse.

Coronavirus (COVID-19) – Is Blockchain a True Savior in This Pandemic Crisis

While the current disruption may present challenges to the blockchain industry in the short term, it will also unlock new opportunities in the mid and longer-term. By providing help in the COVID-19 crisis and recovery, blockchain can play a pivotal role in accelerating post-crisis digital transformation initiatives and solving those problems highlighted in the current system.

Of course, no one could have foreseen the unprecedented upheaval caused by the novel coronavirus (COVID-19) pandemic which has almost disrupted and dislocated economies and ecosystems across the planet but COVID-19 has brought supply chains to their knees.

Nevertheless, there are some bright spots where blockchain is used to combat the effects of COVID-19 and aid in the recovery process. These innovative use cases can demonstrate the benefits of blockchain to a wider audience.

Organizations including the World Health Organisation (WHO), Oracle, Microsoft, IBM, among other tech companies, government agencies, and international bodies are all working together to develop the blockchain-based platforms and solutions.

Blockchain technology is anchored by its ability to enable decentralized sharing of verified, trusted, and secure information among individuals or organizations. Furthermore, it can be paired with critical security and cryptography to protect the privacy of the users and individuals contributing data while still providing provenance and trust in the shared data.

By providing help in the COVID-19 crisis and recovery, blockchain can play a pivotal role in accelerating post-crisis digital transformation initiatives and solving those problems highlighted in the current system.

However, at the present moment, blockchain is not the panacea of all the problems. While the promise and potential of blockchain are undoubtedly transformative, it is still in the nascence of its evolution.

Designing Governance as Collective Intelligence


Paper by Hamed Khaledi: “This research models governance as a collective intelligence process, particularly as a collective design process. The outcome of this process is a solution to a problem. The solution can be a decision, a policy, a product, a financial plan, etc. The quality (value) of the outcome solution reflects the quality (performance) of the process. Using an analytical model, I identify five mediators (channels) through which, different factors and features can affect the quality of the outcome and thus the process. Based on this model, I propose an asymmetric response surface method that introduces factors to the experimental model considering their plausible effects.

As a proof of concept, I implemented a generic collective design process in a web application and measured the effects of several factors on its performance through online experiments. The results demonstrate the effectiveness of the proposed method. They also show that approval voting is significantly superior to plurality voting. Some studies assert that not the design process, but the designers drive the quality of the outcome. However, this study shows that the characteristics of the design process (e.g. voting schemes) as well as the designers (e.g. expertise and gender) can significantly affect the quality of the outcome. Hence, the outcome quality can be used as an indicator of the performance of the process. Digital government in developing countries


Essay by Yasodara Córdova and Tiago Peixoto: “According to the World Bank’s Digital Dividends report, fewer than 20 percent of digital government projects are successes. Particularly in developing countries, these numbers are often associated with a number of challenges: limited funding, stretched implementation capacity, and political instability, to name a few. Yet, even in developing countries, despite similar conditions, some projects seem to fare better than others. Why is that? 

The projects we have worked with in the global south have followed a similar pattern. While there were successes, many projects have failed. We have learned a few things along the way, that we think relate directly to the success or failure of digital government projects. These are not scientific conclusions, they’re personal impressions based on what we’ve seen and experienced.   

1. Information first, services afterwards

A basic function of digital government is the provision of actionable information concerning public services, by they online or offline (e.g. opening hours, documents required for services, and so on). Even more so in developing countries, where most public services are in-person, paper-based, and often involve multiple steps. Yet, fueled by international rankings and benchmarks, governments are often eager to skip stages in their digital journey. This leads them to attempt, and often fail, to provide transactional digital services, before they can even learn  how to offer basic information about these services. The first step in effective transformation should be offering information to users in a simple and accessible manner. Done well, that forms a good foundation for the next step: delivering digital services.  

2. Prioritise the things that will make the biggest difference

Remember that public service delivery follows a power law distribution: a small number of services account for the vast majority of transactions with government. Which these services are will vary according to country, level of government, and models of public service delivery. When the time comes to decide where to start, don’t rely on cookie-cutter lists of services to be digitized. Instead, find out which ones are the most used, and will have the greatest impact. Start with the ones that can be delivered faster, and that are most likely to make users’ lives easier. 

3. Don’t digitise the mess

The fact that a process exists doesn’t mean it’s a good process. Transformation is an opportunity to radically rethink how things work. We’ve seen examples including, for instance, requiring multiple copies of a single document, or imposing more procedures on women than men to open a business. When there is inefficiency in a service, map the bottlenecks and think about how to streamline the process. Don’t just digitise the bottlenecks, they will keep on being an expensive problem. Resist the temptation to digitise things that should not exist in the first place. …(More)”.

The Rise of the Data Poor: The COVID-19 Pandemic Seen From the Margins

Numbers determine the existence of the problem and affect our ability to care and contribute to relief efforts. Yet many communities at the margins, including many areas of the Global South, are virtually absent from this number-based narration of the pandemic. This essay builds on critical data studies to warn against the universalization of problems, narratives, and responses to the virus. To this end, it explores two types of data gaps and the corresponding “data poor.” The first gap concerns the data poverty perduring in low-income countries and jeopardizing their ability to adequately respond to the pandemic. The second affects vulnerable populations within a variety of geopolitical and socio-political contexts, whereby data poverty constitutes a dangerous form of invisibility which perpetuates various forms of inequality.
