Policy Diffusion at the Local Level: Participatory Budgeting in Estonia


 and  in Urban Affairs Review: “The existing studies on participatory budgeting (PB) have paid very limited attention to how this participatory tool has spread across local governments (LGs), what kind of diffusion mechanisms have played a predominant role, and which actors and factors have influenced its adoption. Our article seeks to address this gap in the scholarly discussion by exploring the diffusion of PB across LGs in Estonia, where it is a rather new phenomenon. Our qualitative study demonstrates that the diffusion of PB in Estonia has so far been driven by the interaction of two mechanisms: learning and imitation. We also find that an epistemic go-between, information-technological solutions, and the characteristics of the initial adopter played a significant role in shaping the diffusion process….(More)”

Tinder for cities: how tech is making urban planning more inclusive


 at The Guardian: “Imagine if next time you saw a plan for an oversized monster tower block proposed for your street, you could get out your smartphone and swipe left to oppose it? Or see a carefully designed scheme for a new neighbourhood library and swipe right to support it?

Tinder for urban planning might sound far-fetched, but it is already being trialled in the sun-kissed Californian city of Santa Monica. City authorities are trying to gauge public opinion on everything from street furniture and parking, to murals and market stalls for their forthcoming urban plan, using a digital tool modelled on a dating app.

CitySwipe presents local residents with images of potential scenarios and simple yes/no questions, encouraging people to swipe through the options, as if assessing prospective partners. For the time being, it’s fairly basic: a photo of some street art appears with a caption asking: “Do you want more of this?” Folding cafe tables and chairs are shown next to pink park benches, asking: “Which do you prefer?”

It might sound superficial, but the questions move on to attitudes towards walking, bike lanes, housing and beyond. It makes the consultation process effortless, compared with the usual feedback mechanisms of filling in lengthy mailed-out response forms, downloading wordy PDFs, or being accosted by a chirpy volunteer with a clipboard.

It is one of the many tech tools cropping up in the world of town planning, in a bid to make what has always been an opaque and notoriously confusing system more transparent, inclusive and efficient for the public, planners and developers alike….

US platform Flux Metro has taken the idea a step further and built a 3D model that integrates zoning information with financial viability algorithms, to predict the likely profitability of a scheme in any given scenario. It allows developers to visualise a site’s context and constraints, including building heights and shadows, to inform what might be possible to build….(More)”

Urban Exposures: How Cell Phone Data Helps Us Better Understand Human Exposure To Air Pollution


Senseable City Lab: “Global urbanization has led to one of the world’s most pressing environmental health concerns: the increasing number of people contributing to and being affected by air pollution, leading to 7 million early deaths each year. The key issue is human exposure to pollution within cities and the consequential effects on human health.

With new research conducted at MIT’s Senseable City Lab, human exposure to air pollution can now be accurately quantified at an unprecedented scale. Researchers mapped the movements of several million people using ubiquitous cell phone data, and intersected this information with neighborhood air pollution measures. Covering the expanse of New York City and its 8.5 million inhabitants, the study reveals where and when New Yorkers are most at risk of exposure to air pollution – with major implications for environment and public health policy… (More)”

Uber debuts Movement, a new website offering access to its traffic data


 at TechCrunch: “Uber is opening up in an area where it might make sense competitively for it to stay more closed off: The ride-hailing company’s new Movement website will offer up access to its data around traffic flow in scores where it operates, intended for use by city planners and researchers looking into ways to improve urban mobility.

The basic idea is that Uber has a lot of insight into how traffic works within a city, and it can anonymize this data so that it isn’t tied to specific individuals in most cases. So where that’s possible, Uber is going to begin sharing said data, first to specific organizations who apply for early access, and then eventually to the general public.

Uber says it was looking at all the data it gathered and began to realize that it could be used for public benefit, and assembled a product team to make this happen. The result of this effort was Movement, which aims to address problems city officials and urban planners encounter when they’re forced to make key, transformational infrastructure decisions without access to all of, or the proper information about actual conditions and causes.

Essentially, according to Uber, it’s hoping to make it easier for those with influence over a city’s transportation picture to make the right decision, and to be able to explain why, where and when the changes are happening with accurate data backing them up. It also wants to do this in a way that makes it easy for organizations to work with, so it’s releasing the data organized around traffic analysis zones within cities, which are agreed-upon geographic demarcations that help with existing urban planning and traffic management.

Users of the website can adjust things like time of day, day of week and zones to call up Uber’s data for that specific point or range, and can download the data, both with existing time series charts and in raw format for inputting into their own models. Uber says it’s looking at also releasing access to the data as an API, but is “trying to figure out how to do it in a performant way” at this stage….(More)”

Montreal monitoring city traffic via drivers’ Bluetooth


Springwise: “Rather than rely on once-yearly spot checks of traffic throughout the city, Montreal, Canada, decided to build a more comprehensive picture of what was working well, and what wasn’t working very well, around the city. Working with traffic management company Orange Traffic, the city installed more than 100 sensors along the busiest vehicular routes. The sensors pick up mobile phone Bluetooth signals, making the system inexpensive to use and install as no additional hardware or devices are needed.

Once the sensors pick up a Bluetooth signal, they track it through several measurement points to get an idea of how fast or slow traffic is moving. The data is sent to the city’s Urban Mobility Management Center. City officials are keen to emphasize that no personal data is recorded as Bluetooth signals cannot be linked to individuals. Traffic management and urban planning teams will be able to use the data to redesign problematic intersections and improve the overall mobility of the city’s streets and transport facilities.

Smart cities are those making safety and efficiency a priority, from providing digital driver licenses in India to crowdsourcing a map of cars in bike lanes in New York City….(More)”

Getting Smart on Data: Challenges and Opportunities for Transport Authorities from Emerging Data Sources

Transport is a key generator of emerging data and also stands to be a significant beneficiary of new products, services, insights and ways of working that accompany this. Emerging data will mean transport users will become far more fully informed about their travel choices whilst at the same time transform the ability of transport authorities to plan and manage transport networks and services more efficiently and effectively.The purpose of this report is to outline key challenges and opportunities from the perspective of city region transport authorities, and to articulate a case for action.

Why are we doing this? Emerging data is a rapidly changing area. It is clear from the actions of some early movers that value can be created by using this data (see case studies throughout the report). Tech is moving beyond cities to focus on civic engagement in every U.S. county

Wisconsin:

In Eau Claire, Wisconsin a local organization called Clear Vision is teaming up with stakeholders on a poverty summit to reduce the number of people living poverty in income insecurity and build more resilient and inclusive communities. Citizen action groups will work on key issues they identify as part of the engagement process.

A key component of this poverty summit is to bring in traditionally marginalized communities into the process including low-income households, rural poor, youth and black and Hispanic communities. There is even a community-supported, nonprofit journalism site to support the local work in Eau Claire, Chippewa, and Dunn counties….

Oregon:

In Oregon, a “Kitchen Table” is enabling residents from across the state to contribute ideas, resources, and feedback to inform public policy. The Kitchen Table enables public officials to consult with representatives about key policy areas, crowdfund, and micro-lend for local startups and community businesses….

Another practice in Oregon is the Citizens Initiative Review, where a representative sampling of citizens convenes for deliberations over several days to discuss state ballot measures.  After being established by the state’s bipartisan legislature in 2009, there have been six random representative samples of citizens for multi-day deliberations to draft voting guides written for the people, by their neighbors….

 

This requires tapping into existing networks and civic organizations, leveraging data, technology and policy innovations, and re-shifting our focus from federal policy towards building an infrastructure of governance that is durable through collective development and buy-in from people…(More)”

Esri, Waze Partnership: A Growing Trend in Sharing Data for the Benefit of All?


Justine Brown at GovTech: “Esri and Waze announced in mid-October that they’re partnering to help local governments alleviate traffic congestion and analyze congestion patterns. Called the Waze Connected Citizens Program, the program — which enables local governments that use the Esri ArcGIS platform to exchange publicly available traffic data with Waze — may represent a growing trend in which citizens and government share data for the benefit of all.

Connecting Esri and Waze data will allow cities to easily share information about the conditions of their roads with drivers, while drivers anonymously report accidents, potholes and other road condition information back to the cities. Local governments can then merge that data into their existing emergency dispatch and street maintenance systems….

Through the Connected Citizen program, Waze shares two main data sets with its government partners: Jams and Alerts….If there’s a major traffic jam in an unusual area, a traffic management center operator might be triggered to examine that area further. For example, Boston recently used Waze jam data to identify a couple of traffic-prone intersections in the Seaport district….Similarly if a Waze user reports a crash, that information shows up on the city’s existing ArcGIS map. City personnel can assess the crash and combine the Waze data with its existing data sets, if desired. The city can then notify emergency response, for example, to address the accident and send out emergency vehicles if necessary….

The Connected Citizen Program could also provide local governments an alternative to IoT investments, because a city can utilize real-time reports from the road rather than investing in sensors and IoT infrastructure. The Kentucky Transportation Cabinet, for instance, uses data from the Connected Citizen Program in several ways, including to monitor and detect automobile accidents on its roadways….(More)”

Data Literacy – What is it and how can we make it happen?


Introduction by Mark Frank, Johanna Walker, Judie Attard, Alan Tygel of Special Issue on Data Literacy of The Journal of Community Informatics: “With the advent of the Internet and particularly Open Data, data literacy (the ability of non-specialists to make use of data) is rapidly becoming an essential life skill comparable to other types of literacy. However, it is still poorly defined and there is much to learn about how best to increase data literacy both amongst children and adults. This issue addresses both the definition of data literacy and current efforts on increasing and sustaining it. A feature of the issue is the range of contributors. While there are important contributions from the UK, Canada and other Western countries, these are complemented by several papers from the Global South where there is an emphasis on grounding data literacy in context and relating it the issues and concerns of communities.
