The technology of witnessing brutality


Axios: “The ways Americans capture and share records of racist violence and police misconduct keep changing, but the pain of the underlying injustices they chronicle remains a stubborn constant.

Driving the news: After George Floyd’s death at the hands of Minneapolis police sparked wide protests, Minnesota Gov. Tim Walz said, “Thank God a young person had a camera to video it.”

Why it matters: From news photography to TV broadcasts to camcorders to smartphones, improvements in the technology of witness over the past century mean we’re more instantly and viscerally aware of each new injustice.

  • But unless our growing power to collect and distribute evidence of injustice can drive actual social change, the awareness these technologies provide just ends up fueling frustration and despair.

For decades, still news photography was the primary channel through which the public became aware of incidents of racial injustice.

  • horrific 1930 photo of the lynching of J. Thomas Shipp and Abraham S. Smith, two black men in Marion, Indiana, brought the incident to national attention and inspired the song “Strange Fruit.” But the killers were never brought to justice.
  • Photos of the mutilated body of Emmett Till catalyzed a nationwide reaction to his 1955 lynching in Mississippi.

In the 1960s, television news footage brought scenes of police turning dogs and water cannons on peaceful civil rights protesters in Birmingham and Selma, Alabama into viewers’ living rooms.

  • The TV coverage was moving in both senses of the word.

In 1991, a camcorder tape shot by a Los Angeles plumber named George Holliday captured images of cops brutally beating Rodney King.

  • In the pre-internet era, it was only after the King tape was broadcast on TV that Americans could see it for themselves.

Over the past decade, smartphones have enabled witnesses and protesters to capture and distribute photos and videos of injustice quickly — sometimes, as it’s happening.

  • This power helped catalyze the Black Lives Matter movement beginning in 2013 and has played a growing role in broader public awareness of police brutality.

Between the lines: For a brief moment mid-decade, some hoped that the combination of a public well-supplied with video recording devices and requirements that police wear bodycams would introduce a new level of accountability to law enforcement.

How Crowdsourcing Aided a Push to Preserve the Histories of Nazi Victims


Andrew Curry at the New York Times: “With people around the globe sheltering at home amid the pandemic, an archive of records documenting Nazi atrocities asked for help indexing them. Thousands joined the effort….

As the virus prompted lockdowns across Europe, the director of the Arolsen Archives — the world’s largest devoted to the victims of Nazi persecution — joined millions of others working remotely from home and spending lots more time in front of her computer.

“We thought, ‘Here’s an opportunity,’” said the director, Floriane Azoulay.

Two months later, the archive’s “Every Name Counts” project has attracted thousands of online volunteers to work as amateur archivists, indexing names from the archive’s enormous collection of papers. To date, they have added over 120,000 names, birth dates and prisoner numbers in the database.

“There’s been much more interest than we expected,” Ms. Azoulay said. “The fact that people were locked at home and so many cultural offerings have moved online has played a big role.”

It’s a big job: The Arolsen Archives are the largest collection of their kind in the world, with more than 30 million original documents. They contain information on the wartime experiences of as many as 40 million people, including Jews executed in extermination camps and forced laborers conscripted from across Nazi-occupied Europe.

Dynamic Networks Improve Remote Decision-Making

Research has long shown that in a wide range of settings, groups of people working together outperform individuals toiling alone. But how do drastic shifts in circumstances, such as people working mostly at a distance during the COVID-19 pandemic, affect the quality of collective decision-making? After all, public health decisions can be a matter of life and death, and business decisions in crisis periods can have lasting effects on the economy.

During a crisis, it’s crucial to manage the flow of ideas deliberatively and strategically so that communication pathways and decision-making are optimized. Our recently published research shows that optimal communication networks can emerge from within an organization when decision makers interact dynamically and receive frequent performance feedback. The results have practical implications for effective decision-making in times of dramatic change….

Our experiments illustrate the importance of dynamically configuring network structures and enabling decision makers to obtain useful, recurring feedback. But how do you apply such findings to real-world decision-making, whether remote or face to face, when constrained by a worldwide pandemic? In such an environment, connections among individuals, teams, and networks of teams must be continually reorganized in response to shifting circumstances and challenges. No single network structure is optimal for every decision, a fact that is clear in a variety of organizational contexts.

Public sector. Consider the teams of advisers working with governments in creating guidelines to flatten the curve and help restart national economies. The teams are frequently reconfigured to leverage pertinent expertise and integrate data from many domains. They get timely feedback on how decisions affect daily realities (rates of infection, hospitalization, death) — and then adjust recommended public health protocols accordingly. Some team members move between levels, perhaps being part of a state-level team for a while, then federal, and then back to state. This flexibility ensures that people making big-picture decisions have input from those closer to the front lines.

Witness how Germany considered putting a brake on some of its reopening measures in response to a substantial, unexpected uptick in COVID-19 infections. Such time-sensitive decisions are not made effectively without a dynamic exchange of ideas and data. Saving Our Oceans: Scaling the Impact of Robust Action Through Crowdsourcing

Porter, Philipp Tuertscher, and Marleen Huysman: “One approach for tackling grand challenges that is gaining traction in recent management literature is robust action: by allowing diverse stakeholders to engage with novel ideas, initiatives can cultivate successful ideas that yield greater impact. However, a potential pitfall of robust action is the length of time it takes to generate momentum. Crowdsourcing, we argue, is a valuable tool that can scale the generation of impact from robust action.

We studied an award‐winning environmental sustainability crowdsourcing initiative and found that robust action principles were indeed successful in attracting a diverse stakeholder network to generate novel ideas and develop these into sustainable solutions. Yet we also observed that the momentum and novelty generated was at risk of getting lost as the actors and their roles changed frequently throughout the process. We show the vital importance of robust action principles for connecting ideas and actors across crowdsourcing phases. UK parliamentary select committees: crowdsourcing for evidence-based policy or grandstanding?


Paper by the The LSE GV314 Group: “In the United Kingdom, the influence of parliamentary select committees on policy depends substantially on the ‘seriousness’ with which they approach the task of gathering and evaluating a wide range of evidence and producing reports and recommendations based on it. However, select committees are often charged with being concerned with ‘political theatre’ and ‘grandstanding’ rather than producing evidence-based policy recommendations. This study, based on a survey of 919 ‘discretionary’ witnesses, including those submitting written and oral evidence, examines the case for arguing that there is political bias and grandstanding in the way select committees go about selecting witnesses, interrogating them and using their evidence to put reports together. While the research finds some evidence of such ‘grandstanding’ it does not appear to be strong enough to suggest that the role of select committees is compromised as a crowdsourcer of evidence….(More)”.

Canadian smart cities: Are we wiring new citizen‐local government interactions?

Robinson: “Governments around the world are developing smart city projects, with the aim to realize diverse goals of increased efficiency, sustainability, citizen engagement, and improved delivery of services. The processes through which these projects are conceptualized vary dramatically, with potential implications for how citizens are involved or engaged.

This research examines the 20 finalists in the Canadian Smart Cities Challenge, a Canadian federal government contest held from 2017 to 2019 to disburse funding in support of smart city projects. We analyzed each of the finalist proposals, coding all instances of citizen engagement used to develop the proposal. A significant majority of the proposals used traditional types of citizen engagement, notably citizen meetings, round tables, and workshops, to develop their smart city plans. We also noted the use of transactional forms of citizen engagement, such as apps, and the use of social media. Despite the general rhetoric of innovation in the development of smart cities, this research finds that citizens are most commonly engaged in traditional ways. How Covid-19 Is Accelerating the Rise of Digital Democracy


Blog post by Rosie Beacon: “Covid-19 has created an unprecedented challenge for parliaments and legislatures. Social distancing and restrictions on movement have forced parliaments to consider new methods of scrutiny, debate, and voting. The immediate challenge was simply to replicate existing procedures remotely, but the crisis has presented a unique window of opportunity to innovate.

As policymakers slowly transition back to “normal”, they should not easily dismiss the potential of this new relationship between democracy and technology. Parliamentarians should use what they’ve learned and the expertise of the democracy tech and deliberative democracy community to build greater trust in public institutions and open up traditional processes to wider deliberation, bringing people closer to the source of democratic power.

This note sets out some of the most interesting examples of crisis-led parliamentary innovation from around the world and combines it with some of the lessons we already know from democracy and deliberative tech to chart a way forward.

There are five core principles political leaders should embrace from this great experiment in digital parliamentary democracy:

  1. Discover and adopt: The world’s parliaments and legislatures have been through the same challenge. This is an opportunity to learn and improve democratic engagement in the long-term.
  2. Experiment with multiple tools: There is no one holistic approach to applying digital tools in any democracy. Some will work, others will fail – technology does not promise infallibility.
  3. Embrace openness: Where things can be open, experiment with using this to encourage open dialogue and diversify ideas in the democratic and representative process.
  4. Don’t start from scratch: Learn how the deliberative democracy community is already using technology to help remake representative systems and better connect to communities.
  5. Use multi-disciplinary approaches: Create diverse teams, with diverse skill sets. Build flexible tools that meet today’s needs of democracies, citizens and representatives.

Approaches From Around the World

The approaches globally to Covid-19 continuity have been varied depending on the geographical, political and social context, but they generally follow one of these scenarios:

  1. Replicating everything using digital tools – Welsh Assembly, Crown dependencies (Jersey, Isle of Man),Brazil
    • Using technology in every way possible to continue the current parliamentary agenda online.
  2. Moving priority processes online, deprioritising the rest – France National Assembly,New ZealandCanada
    • No physical presence in parliaments and prioritising the most important elements of the current parliamentary agenda, usually Covid-19-related legislation, to adapt for online continuation.
  3. Shifting what you can online while maintaining a minimal physical parliament – Denmark, Germany, UK
    • Hybrid parliaments appear to be a popular choice for larger parliaments. This generally allows for the parliamentary agenda to continue with amendments to how certain procedures are conducted.
  4. Reducing need for physical attendance and moving nothing online – Ireland, Sweden
    • Houses can continue to sit in quorum (an agreed proportion of MPs representative of overall party representation), but certain parts of legislative agenda have been suspended for the time being….(More)”.

Adaptive social networks promote the wisdom of crowds


Paper by Abdullah Almaatouq et al: “Social networks continuously change as new ties are created and existing ones fade. It is widely acknowledged that our social embedding has a substantial impact on what information we receive and how we form beliefs and make decisions. However, most empirical studies on the role of social networks in collective intelligence have overlooked the dynamic nature of social networks and its role in fostering adaptive collective intelligence. Therefore, little is known about how groups of individuals dynamically modify their local connections and, accordingly, the topology of the network of interactions to respond to changing environmental conditions. In this paper, we address this question through a series of behavioral experiments and supporting simulations. Our results reveal that, in the presence of plasticity and feedback, social networks can adapt to biased and changing information environments and produce collective estimates that are more accurate than their best-performing member. To explain these results, we explore two mechanisms: 1) a global-adaptation mechanism where the structural connectivity of the network itself changes such that it amplifies the estimates of high-performing members within the group (i.e., the network “edges” encode the computation); and 2) a local-adaptation mechanism where accurate individuals are more resistant to social influence (i.e., adjustments to the attributes of the “node” in the network); therefore, their initial belief is disproportionately weighted in the collective estimate. Smart cities during COVID-19: How cities are turning to collective intelligence to enable smarter approaches to COVID-19.


Article by Peter Baeck and Sophie Reynolds: One of the most prominent examples of how technology and data is being used to empower citizens is happening in Seoul. Here the city has used its ‘citizens as mayors’ philosophy for smart cities; an approach which aims to equip citizens with the same real-time access to information as the mayor. Seoul has gone further than most cities in making information about the COVID-19 outbreak in the city accessible to citizens. Its dashboard is updated multiple times daily and allows citizens to access the latest anonymised information on confirmed patients’ age, gender and dates of where they visited and when, after developing symptoms. Citizens can access even more detailed information; down to visited restaurants and cinema seat numbers.

The goal is to provide citizens with the information needed to take precautionary measures, self-monitor and report if they start showing symptoms after visiting one of the “infection points.” To help allay people’s fears and reduce the stigma associated with businesses that have been identified as “infection points”, the city government also provides citizens with information about the nearest testing clinics and makes “clean zones” (places that have been disinfected after visits by confirmed patients) searchable for users.

In addition to national and institutional responses there are (at least) five ways collective intelligence approaches are helping city governments, companies and urban communities in the fight against COVID-19:

1. Open sharing with citizens about the spread and management of COVID-19:

Based on open data provided by public agencies, private sector companies are using the city as a platform to develop their own real-time dashboards and mobile apps to further increase public awareness and effectively disseminate disease information. This has been the case with Corona NOWCorona MapCorona 100m in Seoul, Korea – which allow people to visualise data on confirmed coronavirus patients, along with patients’ nationality, gender, age, which places the patient has visited, and how close citizens are to these coronavirus patients. Developer Lee Jun-young who created the Corona Map app, said he built it because he found that the official government data was too difficult to understand.

Meanwhile in city state Singapore, the dashboard developed by UpCode scrapes data provided by the Singapore Ministry of Health’s own dashboard (which is exceptionally transparent about coronavirus case data) to make it cleaner and easier to navigate, and vastly more insightful. For instance, it allows you to learn about the average recovery time for those infected.

UpCode is making its platform available for others to re-use in other contexts.

2. Mobilising community-led responses to tackle COVID-19

Crowdfunding is being used in a variety of ways to get short-term targeted funding to a range of worthy causes opened up by the COVID-19 crisis. Examples include helping to fundraise for community activities for those directly affected by the crisis, backing tools and products that can address the crisis (such as buying PPE) and pre-purchasing products and services from local shops and artists. A significant proportion of the UK’s 1,000 plus mutual aid initiatives are now turning to crowdfunding as a way to rapidly respond to the new and emerging needs occurring at the city-wide and hyperlocal (i.e. streets and neighbourhood) levels.

Aberdeen City Mutual Aid group set up a crowdfunded community fund to cover the costs of creating a network of volunteers across the city, as well as any expenses incurred at food shops, fuel costs for deliveries and purchasing other necessary supplies. Similarly, the Feed the Heroes campaign was launched with an initial goal of raising €250 to pay for food deliveries for frontline staff who are putting in extra hours at the Mater Hospital, Dublin during the coronavirus outbreak….(More)”.

How to run the world remotely


Jen Kirby at Vox: “The green benches in the United Kingdom’s House of Commons were mostly empty, just Prime Minister Boris Johnson and a few members of Parliament, sitting spread out.

Speaker Lindsay Hoyle, wearing black robes, still commanded the room. But when it was time for a member of Parliament to ask a question, Hoyle glanced upward at a television screen mounted on the wood-paneled walls of the chamber.

On that screen appeared a member of Parliament — maybe with headphones, maybe just a tad too close to the camera, maybe framed with carefully curated bookshelf — ready to speak.

This is the so-called “Zoom” Parliament, which the UK first convened on April 22, turning the centuries-old democratic process into something that can be done, at least partially, from home.

The coronavirus pandemic has upended normalcy, and that includes the day-to-day functions of government. The social distancing measures and stay-at-home orders required to manage the virus’s spread has forced some governments to abruptly adopt new technologies and ways of working that would have been unimaginable just a few months ago.

From Brazil to Canada to the European Union, legislatures and parliaments have adopted some form of virtual government, whether for hearings and other official business, or even for voting. Several US states have also shifted to doing legislative work remotely, from New Jersey to Kentucky. And with the coronavirus making travel risky, diplomacy has also gone online, with everyone from the United Nations to the leaders of the G-7 meeting via computer screen.

Not every country or legislature has followed suit, most notably the US Congress, although advocates and some lawmakers are pushing to change this now. Even the US Supreme Court, long resistant to change, began hearing oral arguments this week via conference call, and livestreamed the audio with just a few, er, glitches.

This rapid shift to remote governance has largely done what it’s supposed to do: keep parliaments working during a crisis.In the UK, there have been a few technical difficulties, but it’s mostly succeeding.

“I think it does really well,” Chi Onwurah, a Labour MP and shadow minister for digital, science, and technology, who advocated for this move, told me. “Obviously, sometimes the technology doesn’t work or the audio is not very good or the broadband goes down.

“But, by and large,” she said, “we have MPs across the country putting questions to government and making democracy visible again.”

Governments may be Zooming or Google Hanging right now out of necessity, but once they get used to doing things this way (and get the mute button figured out), some elements of remote governance could end up outlasting this crisis. It won’t be a replacement for the real thing, and it probably shouldn’t be. But legislatures could certainly adopt at least some of these tools more permanently to help make democracy more accessible and transparent.

The holding-government-officials-accountable type of transparency, that is. Not the politician-accidentally-appearing-at-a-virtual-city-council-meeting, dusting-their-bookshelves-in-their-undies kind….

On Wednesday, Brazil’s Senate voted remotely again, approving an emergency transfer of resources to states to fight the coronavirus. It underscores a bizarre split in Brazil: Its Congress is using technology to try to govern aggressively during the pandemic. Its president, when asked last week about the country’s rising coronavirus death toll, replied, “So what? I’m sorry. What do you want me to do?”….

Beth Simone Noveck, director of New York University’s Governance Lab, told me that Brazil, along with some other countries, is ahead of the curve on this because it’s considered remote voting before.

But legislatures don’t necessarily need fancy apps to make this work. “Other places are doing voting in a very simple way — you’re on a Zoom, they turn on the camera and you put up your hand and you say ‘aye’ or ‘nay,’” Noveck said.

Brazil isn’t the only Latin American country that has quickly adapted to the constraints of the pandemic. On Tuesday, Argentina’s legislature held its first remote session.
